proQura: Improving quality, reducing costs
proQura is a system for implementing the legal provisions on the passing on of discounts on medicines by specialists working in private practice, in accordance with Art. 56 para. 3bis Health Insurance Act and the Ordinance on Integrity and Transparency in relation to Therapeutic Products (TPITO). proQura is operated by Pro Medicus. Pro Medicus is one of several organisations that support the medical profession in implementing these provisions.
The legal provisions require service providers (hospitals, doctors, pharmacists) to pass on the majority (at least 51%) of the discounts granted to them by the industry to the insurance companies, and that the portion of the discount retained by them (maximum 49%) be used exclusively for measures to improve the quality of treatment.
Since 2020, around CHF 50 million has been passed on to insurance companies via proQura. These funds are used by health insurers to curb cost growth.
